OSS was developed with internal R&D funding from AER. Subsequent support was from the Integrated Program Office (IPO) of the National Polar-Orbiting Operational Environmental Satellite (NPOESS) Program through contracts for the CMIS, CrIS, and OMPS sensors. Additional support has been obtained from the Naval Postgraduate School through the Navy SBIR program.
